The Estate Officer speaks


By the very nature the procedures involved in dealing with property matters, are complex and certain formalities are essential. The following information may be gone through to follow the instructions/formalities for speedy disposal of work.
  1. NO OBJECTION CERTIFICATE FOR SALE
    1. Application for NOC from the Owner/GPA.
    2. Specimen signatures of the Owner/GPA duly attested by Magistrate.
    3. Passport size photograph of Owner and purchasers (2 each)
    4. Indemnity Bond of Seller
    5. Liability Affidavit of Purchaser
    6. In case of GPA, an affidavit that the executant of GPA is alive, has not been revoked and there is no under hand sale and the GPA has not been executed to circumvent the Stamp Duty.
    7. In those cases in which the owner lives abroad, an affidavit is required that the sale proceeds will not be sent outside India.
    8. Photocopy of GPA duly attested by Notary.
    9. Clearance of previous Mortgage/Loan/Redemption Deed.
    10. Affidavit from seller that the property is free from all sorts of court cases, liens, mortgages etc.

  2. TRANSFER ON THE BASIS OF SALE DEED
    1. Application for transfer.
    2. Photocopy of Sale Deed duly notarised.
    3. Indemnity Bond of Transferee.

  3. TRANSFER ON THE BASIS OF REGISTERED WILL
    1. Application for transfer.
    2. Photocopy of Will duly notarised.
    3. Translated copy of Will in English if it is in other language.
    4. Liability Affidavit of beneficiaries.
    5. Indemnity Bond from beneficiaries of Will.
    6. Original Death Certificate.
    7. Photograph of beneficiaries.

  4. TRANSFER ON THE BASIS OF UNREGISTERED WILL
    1. Application for transfer.
    2. Photocopy of will duly notarised.
    3. Translated copy of Will in English if it is in other language.
    4. Liability Affidavits of beneficiaries.
    5. Affidavit of Attesting Witnesses to the Will.
    6. Original Death Certificate.
    7. No objection from all the legal heirs if the property is to be transferred on one of the legal heirs.
    8. Photographs of beneficiaries.
    9. Indemnity Bond of beneficiaries of will.

  5. TRANSFER ON THE BASIS OF REGISTERED WILL OUTSIDE FAMILY
    1. Application for transfer.
    2. Death Certificate in Original.
    3. Photocopy of Will duly notarised.
    4. Translated copy of Will in English if it is in other language.
    5. Affidavits of the Attesting Witnesses to the Will.
    6. Liability affidavit of the beneficiary of Will.
    7. Indemnity Bond of beneficiaries of Will.
    8. Photographs of beneficiaries.

  6. TRANSFER IN CASE OF INTESTATE DEATH
    1. Application for transfer from all the legal heirs.
    2. Original Death Certificate.
    3. Liability Affidavit of beneficiaries.
    4. Indemnity Bond of beneficiaries.
    5. Photographs of beneficiaries.

  7. PERMISSION TO MORTGAGE
    1. Application for mortgage indicating the name of bank and purpose of loan.
    2. Affidavit that the property is free from mortgages, encumbrances, litigations.
    3. Photographs of the applicant.
    4. Indemnity bond from the owner.
    5. NDC/Redemption Deed of the previous loan, if any.

  8. EXTENSION IN TIME LIMIT FOR CONSTRUCTION
    1. Application from the owner/GPA.
    2. Extension Fee in shape of Demand Draft or
    3. Attested copy of Sewerage Connection issued prior to 22.1.93 or
    4. Attested copy of Occupation/Completion Certificate.

  9. NO DUES CERTIFICATE
    1. Application from the owner/GPA.
    2. In case application through GPA, notarised copy of GPA and an affidavit that GPA is still valid and alive.

  10. EXECUTION OF LEASE DEED/DEED OF CONVEYANCE

    After signing the documents of lease deed/deed of conveyance of the requisite stamp duty before the Branch Asstt., the same will be submitted at the Facilitation Counter along with the forwarding letter and photographs to be affixed on all the three copies. If through GPA, then Copy of GPA and an affidavit that the GPA is still valid and alive.

  11. PAYMENT OF DUES BY BANK DRAFT

    Application along with Bank Draft mentioning the site against which the payment is being deposited. The Bank draft should be in favour of Estate Officer, U.T., Chandigarh.


  12. CONVERSION FROM LEASE HOLD TO FREEHOLD

    Prescribed application form for conversion of a residential site from lease hold to free hold can be obtained from the Estate Office on payment of Rs.25/-


  13. HANDING OVER THE POSSESSION OF SITE
    1. Application.
    2. Attested photocopy of Allotment letter.
    3. Authorisation letter in original or attested photocopy.
    4. Three attested specimen signatures.
    5. Three attested photographs.

  14. PERMISSION UNDER ADVERTISEMENT CONTROL
    1. Application mentioning:-
      1. Number & Size of Banners.
      2. Location of Banners.
      3. Period for which permission required.

  15. RENEWAL OF HAND CART/ RICKSHAW LICENCES

    Application form along with requisite fee.

  16. FRESH BUILDING PLANS
    1. Application in form A
    2. Specification form C.
    3. Three Sets of Drawings duly mounted on cloth with scrutiny proforma affixed, drawings showing site plan, typical sections and elevations etc. with specific sections (one set direct to Urban Planning Deptt.) duly signed by the Architect, structural Engineer and the owner.
    4. Structural stability form ‘J’
    5. Plan Scrutiny.
    6. Ownership & NDC.
    7. GPA, if any - Copy of GPA and an affidavit that the GPA is still valid and alive.
    8. Extension of time limit or copy at O/C.
    9. Report of Pvt. Architect on prescribed check list.

  17. REVISED BUILDING PLANS
    1. Form A, C, J.
    2. Enhanced Plan security, if any.
    3. Three sets of drawings mounted on cloth, showing planning, elevations, sections, site plan etc. with scrutiny proforma (one set directly to Urban Planning Deptt.)
    4. Ownership proof, NOC & extension, it any.
    5. GPA, if any and copy of GPA and an affidavit that GPA is still and its executants is still alive.

  18. GRANT OF DPC CERTIFICATE
    1. Application on Plain paper duly signed by authorized applicant.
    2. Copy of demarcation certificate issued by SDO Survey.
    3. Supervision certificate of Pvt. Architect.
    4. Copy of Plinth Level issued by Executive Engineer, Public Health/Town Planner.
    5. NDC and extension in time limit.
  19. GRANT OF SEWERAGE CONNECTION/OCCUPATION CERTIFICATE
    1. Application in form D, E, I and K for buildings with one set of structural drawings.
    2. Ownership proof, NDC and extension, in time limit or partial ownership certificate.
    3. NOC from Chief Fire Officer.

  20. GRANT OF WATER CONNECTION
    1. Application to the concerned Executive Engineer of Public Health, U.T., Chandigarh.
    2. Copy of Allotment Letter.
    3. Copy of Demarcation Certificate.
    4. Copy of Plinth Level Certificate.
    5. Copy of Possession Letter.
    6. Requisite Fee.

  21. GRANT OF ELECTRICITY CONNECTION
    1. Application to the concerned S.D.O. Electricity.
    2. Copy of Allotment Letter.
    3. Copy of Possession Letter.
    4. Requisite Fee.


  NOTE:

  1. WHERE A GPA APPLIES ON BEHALF OF THE OWNER, PHOTOCOPY OF THE G.P.A. DULY ATTESTED BY THE NOTARY PUBLIC BE ANNEXED WITH THE APPLICATION.

  2. IN CASE ANY MORTGAGE, LOAN, COURT CASE/LITIGATION IS INVOLVED, CLEARANCE CERTIFICATE/ COURT ORDERS BE ANNEXED TO THE APPLICATION.

  3. IN SOME CASES PAYMENT OF EXTENSION FEE IS INVOLVED. THE APPLICANT IS ADVISED TO EITHER SUBMIT THE SEWERAGE CONNECTION COPY ISSUED PRIOR TO 22.1.93 OR COMPLETION CERTIFICATE OR ENCLOSE THE BANK DRAFT OF REQUISITE AMOUNT TOWARDS EXT. FEE.

  4. ALL PAYMENTS ABOVE RS. 500/- WILL BE ACCEPTED BY WAY OF BANK DRAFT/PAY ORDER IN FAVOUR OF THE ESTATE OFFICER, U.T. CHANDIGARH . CHEQUES ARE NOT ENTERTAINED.
